Hillingdon Garden Centre: Legal Battle Over Closure & Community Asset Status (2026)

Legal action is on the horizon regarding the status of a community garden centre in Hillingdon, and it's stirring quite a bit of debate. A group known as Friends of the Rural Activities Garden Centre (FRAGC) has initiated a fundraising effort aimed at taking legal measures against the west London council for its indecision on whether to grant the garden centre protected community status.

The FRAGC intends to seek a judicial review concerning Hillingdon Council's approach to an application that aims to classify the garden centre as an Asset of Community Value (ACV). This particular garden centre, located near Hayes, has been a beloved spot for local residents and has provided valuable horticultural therapy opportunities for adults with learning disabilities.

In a public statement, Hillingdon Council indicated that they will officially consider the request to list the FRAGC as an ACV at their upcoming January meeting, a decision that was noted in the council's forward plan. Previously, the garden centre was established through efforts from local residents who sought to create a serene space for gardening therapy and had been selling plants cultivated on-site until its closure in July 2025 due to financial constraints cited by the council.

Councillor Sital Punja, the deputy leader of the Hillingdon Labour party, expressed her deep disappointment over the Conservative-led council's neglect of the ACV application. She highlighted that during a meeting in September, the council's deputy leader, Jonathan Bianco, had assured that a decision regarding the FRAGC would be reached within two weeks.

"Now, we find ourselves in a situation where a financially strapped council is pleading with the Labour government for assistance due to their fiscal mismanagement, potentially leading them to court because they have failed to adhere to statutory deadlines required for processing an ACV application," she remarked.

To support their legal endeavor, FRAGC is looking to raise an initial sum of £9,750. The legal proceedings are expected to include a formal request for a mandatory order that would compel the council to make a decision regarding the ACV nominations submitted by the group.

An Asset of Community Value designation is crucial as it serves to protect land or buildings that hold significance for a community, allowing local groups time to organize a bid if the property goes up for sale, although the current owner is not obligated to sell.

Despite this, campaigners have informed the Local Democracy Reporting Service (LDRS) that Hillingdon Council has not provided essential financial information needed to create a viable plan for purchasing the site. In response, the council stated in November that they had supplied the necessary financial details to the FRAGC.
