In a shocking revelation, a council worker, Richard Shaw, has been exposed as a 'wolf in sheep's clothing' who defrauded the town hall and vulnerable benefit claimants of nearly £900,000. The 47-year-old, who worked in the finance protection team at Bolton Council, spent the stolen funds on a lavish lifestyle, including two BMWs, a holiday home, and over £53,000 on 'third-party women'.

The investigation, led by the GMP's Economic and Cyber Crime Unit, uncovered Shaw's fraudulent activities over several years. He had access to the accounts of clients who couldn't manage their finances and was responsible for sorting benefit payments into personal accounts. Instead, he siphoned off funds into his own accounts, those of his wife, and a joint account.

The total amount defrauded was a staggering £893,926. Shaw was jailed for four years and eight months at Bolton Crown Court for fraud by abuse of position. The court heard how he transferred funds from council accounts and vulnerable service users' personal funds into his own accounts, even after his formal promotion in 2017.

The prosecution highlighted Shaw's 'detailed' knowledge of the council's banking systems, which he used to divert funds to himself. His actions were uncovered due to concerns raised in February 2023 about unusually low accounts and irregular internal transactions. Shaw was suspended and later dismissed, with a search of his work locker revealing personal bank cards, prepaid financial services cards, and a list of dead service users.

The investigation revealed Shaw's extensive network of bank accounts, with around 50 of his own. Large transactions were distributed to various accounts, with the largest being £246,632 to his wife. The total amount obtained from the council account was over £359,000, while more than £142,000 came from deceased service users and over £63,000 from active service users.

Detective Sergeant Daniel Sanchez emphasized the thorough and meticulous two-year investigation, stating that Shaw's systematic theft and haphazard spending were uncovered by their financial investigator. The council has since refunded any identified financial losses to individuals and rectified benefit losses.

The case has sparked discussions about the importance of robust measures to detect, prevent, and deter corruption. While it is a rare occurrence, the actions of one individual do not reflect the wider workforce's commitment to public service. The council has worked closely with the police to ensure the gravity and impact of the crime are reflected in the sentence.
